The attempt to find an agreement to Russia and the United States on the INF Treaty has failed. During the summit yesterday and today in Beijing, the delegates of the five permanent member States of the United Nations Security Council (UN) would not have been reached an agreement because of the differences on some points between the two countries, above all because the Moscow delegates reiterated their total opposition to the dismantling of the 9M729 missile that according to the United States would violate the treaty clauses signed in December 1987. To confirm the failure of the talks was -as said to "Ria Novosti"- the Deputy Foreign Minister of Russia Sergei Ryabkov who announced the beginning of the next phase, namely "the exit of the United States from the agreement on the dismantling of Intermediate-Range Ballistic Missiles (potentially a threat to Europe) that will happen next week-end".
A responsibility that according to Ryabkov would be imputable only to the decisions of Washington that "will oblige" the "resumption of the arms race and a return of the nuclear threat to the European countries". According to the vice-minister of Foreign Affairs it was also the blackmail of the USA, also reaffirmed by the Under Secretary for Arms Control and International Security Andrea Thompson present at the meeting in Beijing.
